    Sysop should be able to make their own choices. Personally, I have all
    my forums to get to read only until level 60. When a user emails me to authenticate their account, then I'll give them level 60 until they
    prove otherwise.

    I think that's other than my own local forums.

    Setting the ARS to a certain amount of calls before the user can see it can probably do the job in regards to spammers or crazies who hop around
    bbses and post. That's a sysop call though. I don't think anything like this should be constructed into the defaults.

    That's exactly what I did, new users and Guest's can read but can't post until authenticated to lvl 60.
    My local forums they can post to no restrictions.
